The Government of Arunachal Pradesh had issued the notification in 2009 for opening of the college, but the first academic session started in 2010 only. This college is managed to strive ahead and blossom as a centre of learning for fulfilling the aspirations of the youths of the district in particular and state as a whole for learning higher education in the country.
The college was initially running at its temporary campus in the premises of Government Higher Secondary School, Seppa since 2010. However, the college was shifted to its permanent campus in 2016 at Wessang, 9 Km away from the district HQ Seppa town. Despite the infrastructural draw backs, the college is committed to provide proper knowledge and wisdom for promotion of quality, social justice and to reduce socio-cultural differences, and to foster values for developing good life in individual and society. So, the motto of the college emblem is – “Learn to Educate” which means after getting all kind of knowledge through holistic education, the society will be enlightened and civilized. The college offers courses of study leading to Bachelor of Arts degree in accordance with syllabi and courses prepared by the Rajiv Gandhi University, Itanagar. The undergraduate courses at Bachelor Degree level are carried out by the college in six major subjects viz. Economics, English, Education, Hindi, History, and Political Science. The Honours/ Major teaching facility are available in above cited subjects which begin at the Fifth semesters only.
Semester system is introduced in B.A level. There are total Six Semesters to complete the graduation of three years B.A.course (two semesters in a year) For instance B.A. 1st year course has divided into two semesters i.e. B.A. Semester-I and B.A. Semester-II
